Oriel is a new integrated centre in Camden, bringing together Moorfields Eye Hospital, the UCL Institute of Ophthalmology, and Moorfields Eye Charity under one roof to advance eye care, research, and education.
To make the building operational, they are procuring a Soft Facilities Management (FM) contract covering cleaning, security, portering, reception, catering, grounds maintenance, and waste management.
The procurement follows a 4-stage Competitive Flexible Procedure under the Procurement Act 2023:
Stage 1 – Pre-Qualification: Suppliers complete a questionnaire; the top 7 are shortlisted.
Stage 2 – Initial Tender: The 7 shortlisted suppliers submit an initial tender (unscored), used only to prepare for feedback.
Stage 3 – Feedback Meetings: Each supplier receives individual feedback on their initial tender (unscored).
Stage 4 – Best and Final Offer (BAFO): Remaining suppliers submit their final, fully scored tender.
The authority also reserves the right to refine award criteria during the process.
