Hertfordshire County Council (HCC), through its facilities management arm HFS (Hertfordshire Full Stop Facilities Management Services), is looking to build a panel of between 7 and 10 cleaning companies to form a Building Cleaning Framework for the next 4 years (2026–2030).Rather than awarding one contract to one company, the Council is creating an approved supplier list. When a cleaning job comes up anywhere across the county, the Council will run a mini-competition among the panel of approved contractors, and the best bid wins that specific job. Getting on the Framework does not guarantee any work — it simply means you are eligible to compete for jobs as they arise.
The Framework covers building cleaning across a very wide range of properties owned or used by the Council, including:
- Schools (primary, secondary, SEN)
- Fire stations
- Libraries
- Day centres and adult care facilities
- Council offices and admin buildings
- Depots and operational sites
- Disused or transitional properties
