Tender Review for Cleaning and Healthcare Bids
A fresh pair of eyes before you press submit
After weeks of work, it is hard to see your own bid clearly. Missed requirements, answers that drift from the question, claims with nothing to back them up and figures that don’t match across documents are easy to miss from the inside, and each one costs marks.
Our tender review gives your draft an independent, scored assessment while there is still time to fix it.
What’s included
A compliance check against the instructions: word limits, mandatory documents, pass/fail questions, formatting and portal requirements
A question-by-question review against the evaluation criteria, with indicative scoring
A consistency check across your answers, policies and pricing
Evidence gaps: where a claim needs a figure, an example or a document
Written feedback with fixes in priority order
A feedback call to talk it through
Optional rewrite support for the weakest answers
A final pre-submission checklist
How it works
Send your draft and the tender pack. We confirm the deadline and agree how quickly you need feedback.
Compliance check. We test the draft against every instruction and pass/fail requirement.
Scored review. We read each answer as an evaluator would and note where marks are likely to be lost.
Feedback report and call. You get written feedback in priority order, then a call to walk through it.
Fix and submit. You make the changes yourself, or we rewrite the weakest answers for you.
Why bids lose marks
Most lost marks come from avoidable problems, not from the quality of the service itself:
- Answers that don’t respond to the specific question
- Generic text reused from previous bids
- Claims with no evidence, such as figures, examples or documents
- Equal effort on low-weighted questions and too little on high-weighted ones
- Figures that don’t match between answers, policies and pricing
- Missing mandatory documents, or pass/fail requirements not met
- Word limits exceeded, so content is ignored
- Vague social value commitments with nothing measurable
Reviewing cleaning bids
In cleaning tenders we pay particular attention to:
- TUPE information that doesn’t match your staffing schedule or price
- Staffing hours and numbers that don’t add up against the specification and rates
- Mobilisation timelines that look unrealistic for the number of sites
- Training and accreditation claims with no evidence
- Quality monitoring with no KPIs, audit method or reporting
- Generic environmental statements with nothing specific to this contract

Reviewing healthcare bids
In healthcare tenders we look closely at:
- CQC ratings and inspection evidence that aren’t tied to the five key questions
- Safeguarding answers that state a policy but not the process
- Recruitment and retention claims with no figures
- Staffing levels and ratios that don’t match the rates offered
- Outcome claims with no way of measuring them
- For children’s services, evidence that doesn’t map to Ofsted’s expectations
